Nineteen of Medvedev's twenty-one titles have been achieved on hardcourt
A resurgent Medvedev secured his maiden championship for nearly 30 months with a win over opponent Moutet in the competition championship match.
The athlete, a ex- world number one, has experienced a difficult season, managing just one match at the Grand Slams and suffering a meltdown at the New York tournament.
Medvedev's varied form on the ATP Tour - and issues with his serving in especial - led to him exiting of the world's top 10 and ultimately separating with long-time trainer his previous coach.
Currently working with Johansson and his other coach, the tennis star has consistently improved in the recent weeks - culminating in a hard-fought 7-5 4-6 6-3 victory over challenger Moutet.
This represents Medvedev's first title following the Italian tournament and maiden on a hard surface from spring of that year.
Success also signifies he has achieved 21 titles at twenty-one different tournaments.
"This marks the first occasion I have attended a competition with my two daughters together, so to secure a trophy is particularly special," commented ranked player Medvedev.
"This championship is in dedication of my younger daughter her name, because the maiden victory I achieved when my older daughter Alisa was born was for her."
The tennis star, the 2021 US Open champion, had been defeated in his last six championship matches, including in Halle in the past months.
Medvedev's counter-punching approach and regular reactions on court had caused observers to doubt if his ability to play at the top level was concluded.
Yet the 29-year-old has implemented adjustments in the past month, making an effort to approach the net and play aggressively, reinforced by an improved serving game.
He recovered from a break down in the first set against the tricky Frenchman, taking 4 of the final five games to go ahead.
The pair exchanged service breaks in the middle set before Moutet, bidding for his maiden ATP Tour title, gained dominance to push for a decider.
Moutet saved 4 early chances in a close third set before the Russian won the break to that score to secure the win.
Appropriately, Medvedev secured the title with a point at the front of the court, with his opponent incapable to control a volley after two hours and 38 minutes.
